Roads End / Villages at Cascade Head Urban Renewal (Tax Increment Finance) Plan (2020)
Per City Council direction, and based on a 2019 Urban Renewal Feasibility Study, a City Advisory Committee was formed to help guide the preparation of a Tax Increment Finance (TIF) plan for the Roads End/Villages at Cascade Head Urban Renewal (Tax Increment Finance) Area. The 27-year Plan was adopted in 2020 after Community Open Houses, an input survey, and public presentations at the City Council. The new Roads End/Villages at Cascade Head Urban Renewal (Tax Increment Finance) Plan provides funding for capital improvement projects that will improve infrastructure, parks, creek restoration, pedestrian safety enhancements, and development assistance.
The Urban Renewal Agency began collecting revenue for this Area in October 2021. Typically, it takes about five to ten years of collection before projects begin. Based on this timing, Community Visioning, which would determine project priorities, could begin as early as 2028 with projects starting shortly thereafter.
